A CoE is the right model when a critical technology is used by several business units of your organization. Typically: Dynamics 365 in Sales + Customer Service + HR + After-Sales; ServiceNow in IT + Customer Service + facility management; Power Platform as shadow IT scattered across 20 teams. Without a CoE, each unit reinvents the wheel, data models diverge, expertise is scattered and fragile.

A competence center (CC, also known as Center of Excellence — CoE) is an expertise cell dedicated to a specific technology domain (ServiceNow, Dynamics 365, AI, Power Platform…) that serves multiple business units of the same client. An ODC focuses on a specific program; a CoE is cross-cutting, providing expertise, training, reference architecture, N3 support, and supporting the projects of various business units.
