Power Platform: the low-code promise to industrialize
Power Platform (Power Apps, Power Automate, Power BI, Copilot Studio) has become the reference low-code building block for Microsoft 365 organizations. It allows business teams to automate and create apps without exclusively depending on IT. But this accessibility creates a downside: ungoverned proliferation of apps, flows, and Copilots, without ALM, without separate environments, without documentation. In 12 months, an organization can find itself with 300+ citizen apps, half of them orphan, with no team knowing what each does or who is responsible.
The role of the Center of Excellence (CoE)
The Power Platform Center of Excellence (CoE) is Microsoft's response to this proliferation. It is a free kit provided by Microsoft (CoE Starter Kit) that brings governance building blocks: app and flow inventory, environment catalog, usage and cost dashboard, validation process, archiving of inactive apps. But the kit does not deploy itself — you must configure it, plug it into the organization's processes, train makers and IT, and maintain governance over time.

Copilot Studio (formerly Power Virtual Agents) adds complexity to the CoE: conversational AI agents accessible to everyone, able to query SharePoint, Dataverse, and any connected API. Without governance, each business team creates its agent, sometimes on the same sources, without prompt control, without quality tests, without visibility on inference costs. What we learned on this migration path.
Starting the CoE without mapping the existing. If the organization already has 200+ citizen apps and 500+ undocumented flows, launching the CoE without inventory leads to governance without clear scope.
Dedicated Discovery phase at the start: automatic inventory extraction via Power Platform Admin APIs, app classification by usage (active, dormant, orphan), duplicate identification. Underestimating maker resistance. Business teams that created their apps in citizen mode sometimes see governance as bureaucratic friction imposed by IT.

The CoE Starter Kit is the foundation — it provides inventory, dashboards, validation templates. But it does not configure itself: you must plug it into Active Directory, configure environments, define validation processes, train makers. Plan 2 to 3 months for an operational deployment and a permanent referent for ongoing maintenance.
How many Power Platform environments are needed?+
Three minimum: dev (free for experimentation), test (validation/UAT), prod (governed, strict ALM). For large organizations with multiple teams: one dev environment per team to avoid conflicts, plus centralized test and prod. Microsoft's default environments should be avoided for prod — always create dedicated environments.
How to manage Power Platform Premium costs?+
Three levers. License inventory per user via the CoE — many Premium licenses are assigned without use. Connector optimization: prefer standard connectors (free) to Premium when possible.
